Allow users (without space admin permission) to view the Page Status Browser

    We have around 200 wiki users who are organized into various communities of practice and working groups, who routinely move between working groups - things are quite fluid. Our goal is to have a higher level of group ownership over wiki pages and the shared responsibility of updating pages not based on who initially created it, but who is able to contribute information at any given time. This must also extend to clearing out stale, outdated pages - all users should have the ability to see the page status browser to help keep pages up to date. Much like the reorder pages browser that is native to Confluence, if a user has access to view and edit the page, they should be able to see it listed in the browser.

    Similar use case to Alexis – I'd like to make it possible for all employees, not just space administrators, to improve documentation, starting with the ability to identify outdated/low-quality pages.
