More advanced features to enforce content owner to update / archive their pages

The issue is with this amount it's just numbers, we have no way to enforce people to look into old stuff. Idea: create an application that pulls the data and allows to link spaces / pages directly to a person or team. So now everyone knows who owns what, and everyone gets the task to look over old stuff if it's still valid or if it should be removed/archived.
