New tag/branch condition: "tag/branch name contains a valid version in Jira" (unreleased or any)

At least for branch and tags, we would like to be able to use actual JIRA Version values in rules. We have policy to name bitbucket/git release branches with the respective JIRA version as well as baseline/tag with the JIRA version.

Example: for all release/<branchname> branches, <branchname> must equal or start with a JIRA version value

Example: All tags not starting with dev_ must equal or start with a JIRA version value

The request ties back to the bitbucket addon project/repo config being able to providing project context to the jira side commit policy being executed (https://midori.zendesk.com/hc/en-us/articles/229993728).
