Optionally hide username from JQL-related rejection messages

When using SVN the username displayed in the rejection message is confusing, for example: "Issue key [ABC-123] not found in the JQL query result: <...> (by user john.smith)" because many developers are trying to contact "john.smith" to help fix the problem.

Add a configuration option to hide the username from this type of rejection message.

    Customer advice (git):

    "A short term solution is to display the committer in the error message (instead of the assignee) For the long term – you should design a solution for generating JCP token, that will be used on the server side."
