Customers want to send a single email and use the recipients in the "To" section instead of sending a separate email to every recipient.

    That would be very helpful, when the receiver of the mails want to answer "all". So everyone is informed when a Report was sent. Every customer knows, who got the report, even he has nothing to do with jira.
