Make label filtering optional

In some use cases, a feature to turn off label filtering could be beneficial.

According to the requestor:

" I liked the fact that I could go back to an archived page and could see from the label WHEN the page was archived. The label still has a purpose for me in the archive space. "

"I’d prefer an option to keep all labels (like it was before) – or at the least, the ones that have dates, such as archive-yy/mm/dd or archive-single-yy/mm/dd."
